After being selected by Quebec Immigration, you will receive a Quebec Selection Certificate. For the next level, you still have to meet the admissibility requirements of the Federal Government of Canada. Since Quebec selected immigrants are also covered by the Canadian Charter of Rights and Freedoms, which grants permanent residents the right to establish themselves anywhere in Canada, the Federal Government must, as for any other immigrants, determine the medical and criminal admissibility of each candidate.
Some programs of Quebec Immigration require an upper-intermediate level of French. Others do not require such skills, but applications of candidates with strong French language skills are being processed with priority. Since Quebec is a primarily French speaking region, it is recommended that you improve your French skills in case you consider settling there.
FIRST-COME FIRST-SERVED/NO COMPETITION
Quebec currently serves immigration applicants on a first-come first-served basis. In other words: you do not have to compete with other applicants to get “your shot”. As opposed to the Express Entry System, the points an applicant can be granted are not ranked against other applicant’s profiles.
