The province selects its own economic immigrants and refugees and also has influence on the admission of medical visitors, temporary workers and students coming to Quebec.

QUEBEC IMMIGRATION

While the family reunification programs/family sponsorship apply in Quebec as in any other province (except for some of the financial requirements), economic immigration in Quebec is special and unique.

After being selected by Quebec Immigration, you will receive a Quebec Selection Certificate. For the next level, you still have to meet the admissibility requirements of the Federal Government of Canada. Since Quebec selected immigrants are also covered by the Canadian Charter of Rights and Freedoms, which grants permanent residents the right to establish themselves anywhere in Canada, the Federal Government must, as for any other immigrants, determine the medical and criminal admissibility of each candidate.

Some programs of Quebec Immigration require an upper-intermediate level of French. Others do not require such skills, but applications of candidates with strong French language skills are being processed with priority. Since Quebec is a primarily French speaking region, it is recommended that you improve your French skills in case you consider settling there.

FIRST-COME FIRST-SERVED/NO COMPETITION

Quebec currently serves immigration applicants on a first-come first-served basis. In other words: you do not have to compete with other applicants to get “your shot”. As opposed to the Express Entry System, the points an applicant can be granted are not ranked against other applicant’s profiles. That means that you should receive your Quebec Selection Certificate, provided that the respective quota has not been yet, you apply by the applicable deadline and meet the requirements of the program under which you are applying.

FREEDOM OF MOBILITY

When applying under any Quebec immigration program, the applicant must show the intention to reside in the province of Quebec. However, as a Canadian Permanent Resident, your freedom to live and work anywhere in Canada is protected under the Canadian Charter of Rights and Freedoms.
